Vows made by anyone are to be held up by the persons that hear it. They are to charge the person a certain amount (spelled out in verses 3-8 if they fail to produce the vow. Do we vow of any kind? How do we hold ourselves accountable? God seems to care a great deal about vows.
A vow did not have to made about an action, but a vow of a thing to the Lord. More like a dedication. This is the Lord's and not mine, yet I will care for it as He cares for me. This kind of vow is powerful because of how God works in our lives. There is little work we can do, but if we give our lives to the service of God, He will find ways to use us.
The vows, to be released had to settled in sheckels. In the same manner the tithe was to be given to the Sanctuary. This is 10%. We all struggle to do this. His work is too important to not reward the church. Humble yourself and give your excess.
So ends Leviticus. The journey through the Mosaic Law is a tough read at time, yet it shows how valued we are to God. He would not such clear instructions if He cared not for us. Give thanks for His love and move forward with His Grace.
